1. Create A New Curves Layer & use these settings:

RGB:
107, 134
166, 201

RED:
110, 111

GREEN:

BLUE:

2. Make a new layer & fill with #1d133b. Set to EXCLUSION @ 100%.

3. Duplicate your Exclusion layer & set the opacity to 55%.

4. Create a new Channel Mixer layer & use these settings:

RED

R: 92%
G: 3%
B: 6%

GREEN

R: -8%
G: 98%
B: 10%

BLUE

R: 10%
G: 8%
B: 89%

5. Create A New Color Balance layer & use these settings:

Midtones
-18, 13, 15

Highlights
-4, -8. 11

Shadows
-17, -7, -25

6. Create a new layer & fill with #e2f8ec. Set to DARKEN @ 100%.
