1.Open base photo. Crop, improve quality if needed, whatever. I don't tend to sharpen unless it's really really needed.
2.  Duplicate base. Set layer to "screen."
3.  Set to "burn," opacity 50%.

4.  Set to "overlay," opacity 100%.

5.  Set to "multiply," opacity 52%.

6. Go to "Layers," "New adjustment layer," select "Hue, Saturation, Lightness." Set everything to "0." Click "Okay" and set the layer to "soft light," opacity 100%.

7.  Set to "screen," opacity 100%.

Voila! You can add text and stuff to taste, but I prefer this one without too much decoration.
