Open up your base and crop it.

ii.
go to layer>adjustments>curves

set your settings to:

RBG: 109, 150; 55, 65
Red: 33, 38
Green: 64, 76
Blue: 85, 96

and duplicate that layer and lower the opacity to 50%

iii.
go to layer>adjustments>selective color

Red: -94, -18, +100, 0
Yellow: -42, -42, -100, 0
Cyan: +100, -100, +100, 0
Blue: +100, +100, +100, 0
Neutrals: +21, -17, -13, 0
Blacks: 0, 0, 0, +10

iv.
go to layer>fill layer>solid color

set it to exclusion at 15% and fill it with #691616

v.
go to layer>adjustments>color balance

midtones: +12, +15, +20
shadows: +13, -8, -10
highlights: +7, -3, +19

vi.
go to layer>fill layer>solid color

set it to softlight at 60% and fill it with #C6DBFA

vii.
go to layer>fill layer>solid color

set it to softlight at 30% and fill it with #F4C8ED

viii.
duplicate the layer from step six, lower the opacity to 25% and set it to colorburn

ix.
last step
go to layer>adjustments>selective color

Red: -90, +26, +100, 0
Yellow: -34, -54, +19, -25
Green: +100, -100, +100, 0
Cyan: +100, +100, +100, 0
Blue: +100, -100, +100, 0
Whites: +14, -45, -54, +14
Blacks: 0, 0, 0, +30
